| Description |
Technical assistance to the Ministry of Transport, Maritime Affairs and Telecommunications of Montenegro for transposition of the RTT & EMC Directives (see below for tasks)
Column "Date from/Date to" shall indicate day, month, year for each assignment and indicate the corresponding number of working days or working months or whether the assignment was carried out under a full-time employment, for example:
- 01/01/2007 - 31/12/2007 - 10 working months, or
- 10/01/2007 - 10/05/2007 - 88 working days , or
- 01/01/2008 – 31/03/2009 – Full time employment
Please note that if there are pieces of information provided in the CV in relation to the number of years of professional experience which do not allow to compute the exact duration of a given assignment, the Contracting Authority may not take them into account. Please note also that if the number of years required, under general or specific professional experience, for each individual expert is not met by the CV, then the CV of that expert will be rejected |

Experts
Senior Expert I, Telecom/Legal
Responsibilities
1) Technical assistance to the beneficiary in the process of composing of the draft Law and regulations.
• Analysis of the current situation in Montenegro regarding the current legislation;
• Preparation of a working version (draft) of the Law for radio equipment, telecommunications terminal equipment and electromagnetic compatibility;
2) Support to beneficiary in preparation of public debates and preparatory work and guidelines for further alignment of local legislation with EU Acquis as pertinent Directives change in the future.
• Support to the beneficiary during the public debate;
• Development of working versions of the guidelines-recommended for making and use supporting documents of the RTT &EMC;
Requirements
Qualifications and skills:
• Education at least up to University degree (where a university degree has been awarded on completion of four years study in a university or equivalent institution) in a field relevant to this assignment (e.g. electronic communications, law or similar)
• Good communication and writing skills
General professional experience
• At least 10 years of professional experience in electronic communications field preferably working in EU Member State institution (ministry or regulatory agency) in charge of supervision of compliance with relevant EU Directives
Specific professional experience
• Experience in consulting related to composition of legislation in EU Member Sate or potential candidates and/or Candidate countries for joining EU
• Experience in dealing with issues encompassed by RTTE Directive
Language skills
• Fluency in English language, both written and spoken. Senior Expert II, Inspections/Training
Responsibilities
3) Training on legal framework (including its implementation) of 4 inspectors
• Provision of specialized training in the field of inspection.
Requirements

• Education at least up to University degree (where a university degree has been awarded on completion of four years study in a university or equivalent institution) in a field relevant to this assignment (e.g. electronic communications, law or similar)
• Good communication and writing skills
General professional experience
• At least 10 years of professional experience in inspection services in the electronic communications field preferably working in EU Member State institution (ministry or regulatory agency) in charge of supervision of compliance with relevant EU Directives
Specific professional experience
• Experience in consulting related to knowledge transfer and training of employees supervisory and/or regulatory bodies in EU Member Sate or potential candidates and/or Candidate countries for joining EU
• Experience in designing and implementation of the training of inspection services in the field of electronic communications
Language skills
• Fluency in English language, both written and spoken. Knowledge of one of local languages (Serbian, Croatian, Montenegrin or Bosnian) would be an asset.
