Project objectives:
- To conduct assessment of the IT needs for forensic software within Commission for Protection of Competition (CPC)
- To prepare Technical specifications and Tender Dossier for procurement of the supply contract under the IPA 2011 projects "Capacity Building and IT Assistance to the CPC
- To provide the Contracting authority with technical advice during the tender evaluation process
- To supervise the implementation of the supply contract until signature of the provisional acceptance certificates

Expert 1 - IT Expert (Senior)
Responsibilities
- Assessment of the IT needs for forensic software
- Drafting technical specifications for forensic software
- Training needs analysis
- Drafting tender dossier, approval of the documentation and launching the supply tender
- Support to the tendering process (answers to clarification questions)
- Mission completion report
Requirements
Qualifications and skills
- Education at least Master degree / Academic level in Computer Sciences, Information Sciences, Management of Information Systems or equivalent;
- Profound knowledge of EU procurement procedures (particularly supplies module);
- Excellent knowledge of English language
General professional experience
- At least 10 years experience in the IT sector
Specific professional experience
- Experience in communications and network architectures and deployment of IT systems
- Experience in setting-up, development and operation of information systems for large organizations/companies
- Experience in drafting technical specifications and tender dossiers in line with standard EU procedures
- Experience in deployment of forensic software will be considered an advantage
Expert 2 - IT and Procurement Expert (Junior)
Responsibilities
- Assessment of the IT needs for forensic software
- Drafting technical specifications for forensic software
- Training needs analysis
- Drafting tender dossier, approval of the documentation and launching the supply tender
- Support to the tendering process (answers to clarification questions)
- Support to the tender evaluation process and contract preparation
- Supervision of the supply contract implementation
- Mission completion report
