| Description |
The global objective of this contract is to improve border capacities of the Moldovan Border Guard Service with a view to approximation to EU standards and best practices, to facilitate exchange of information, as well as to fight cross-border irregularities and criminal activities.
Phases:
- Self-documentation and elaboration of the terms of reference – maximum 15 working days
Study in his country of residence the supply tender dossiers, the technical specifications and all tenders' related documents both for the International Open Tender EuropeAid/130781/C/SUP/MD available on EuropeAid website and for the direct negotiated tender with the current implementer of the Phase 1.
Can also study the terms of references for the supervision contract Phase 1.
- Q&A and counter claims – maximum 5 working days
Provide the Delegation with answers on technical questions asked by tenderers during the tender submission period.
Provide the Delegation with answers on technical claims put forward by unsuccessful tenderers after the public award of the contract.
- Mission to Moldova – maximum 10 working days
Performed during the evaluation of the service tender procedure. Participate as observer in the evaluation of the offers and assess the compliance of the tender offers received with the tender terms of reference
Draft and submit to the evaluation committee a technical report on tender offers received.
Reports:
- Technical tender dossier
Terms of reference for the supervision service contract of the Phase II. The tender documents and the terms of reference have to be approved by the EU Delegation and the main Beneficiary, Border Guards Service of Moldova.
- Replies to answers and claims
Written answers to all the questions asked by tenderers during the tender submission period and to all the claims put forward by unsuccessful tenderers.
- Tender evaluation report
Draft and submit to the evaluation committee a technical report on tender offers received.
- Final Report
Final report representing a compilation of all the reports.

Responsibilities
- Examine and study the Design of the Radio-Communication Network Phase 2;
Prepare a terms of reference for a Service contract aimed to perform day-to-day monitoring and supervision of the implementation of the Phase 2 supply contracts in
order to ensure the full establishment and functionality of the network;
Assist the EU Delegation in answering questions asked by potential tenderers during the tender submission period and
- Act as observer in the evaluation committee and explain to the EC Delegation the content of the offers, their compliance with the terms of reference and specifications included in the tender dossier, feasibility of offers, relevance of the offers with the proposed activities, cost-benefits, etc;
- Assist the EU Delegation in answering claims submitted by unsuccessful tenderers after the award of the service contract.
Requirements
Category and duration of equivalent experience
- Knowledge of the ICT systems deployed by Border Guard and Customs Services in the Newly Independent States will be an asset;
Education
- University degree, preferably in Electrical Engineering, Electronics, telecommunications, or equivalent;
Experience
- Preferably a minimum of 15 years professional experience in telecommunications;
- Previous experience in the design, evaluation and implementation of fixed and mobile radio-communications networks and systems.
- Experience in the preparation of terms of references for contracts aiming to perform day to-day monitoring and supervision of the implementation of the fixed and mobile radiocommunications systems in order to ensure the full establishment and functionality of the network.
- Experience in the preparation of technical specifications and system engineering designs for fixed and mobile radio-communications system hardware and software and in evaluating of related tender offers;
- Previous development of or work on fixed and mobile radio-communications systems in EU candidate countries, the Western Balkans, the Newly Independent States or other countries in transition will be an asset;
- Previous experience in Tacis (or other International Funding Institution) procurement procedures will be an asset.
Language skills
- Good communications skills in oral and written English. The knowledge of the State language of the Republic of Moldova is an asset.
